The National Election Commission (NEC) unveiled a set of guidelines to crack down on illegal election campaigns, including mudslinging, vote buying schemes and illegal operation of private campaign organizations. Under the new guidelines, whistle-blowers will be offered up to 500 million won, which is 10 times more than the current upper limit, if they help the NEC stop those who try to influence voters with money and other favors. The NEC will protect the identity of the informants and impose fines on those who receive any forms of bribery regardless of the amount in a bid to raise public awareness of the issue, officials said. The new guidelines allow civic groups to express their opinions about the government and political parties before voting. The current regulation prohibiting political expressions 180 days prior to an election has been criticized for excessively infringing upon freedom of expression. "We have regulated (civic groups') political expressions as they were considered as activities aimed at influencing elections. But the NEC decided to allow such activities after facing criticism that the regulations are excessive," an NEC official said. The rule will also guarantee voters' freedom of expression online and voluntary groups' activities to support their favorite candidates.
